The tactic of division is to use derision and prejudice. In order to control a people, they must be thoughtless and suffer from a dilemma, highlight their problematical situation which is real ( I feel your pain ). Inculcate a sense of superiority ( Patriotic fervor is a good device ). Select a them, use them as the cause and them as the consequence of their suffering.
