The smart thing to do would be to quit building on the water...or below sea level...or on bulldozed debris next to an active fault...or in places that have no water...or in the lahar zones of active volcanoes.
The most effective thing to do for folks already living in places like that is invest in seawalls, levees, desalination plants, earthquake/tornado/hurricane reinforcement, etc. That'd do a whole lot more people a whole lot sooner a whole lot cheaper than anything else. Fix what you can fix now, now and deal with the rest of the stuff as you're able to.
If I lived in Tacoma I'd move...ASAP.
