first no one sets ground rules what works & don't works...the results are the results ...... people pay for value ( is it a deal or not) no deal no sale ...In this case 60% of people say bad deal uninsured can't afford the deal
end of story ..... the actuarial tables say we need more healthy people to pay for unhealthy people and that is not happening ..... doesn't make any difference if it worked some where else or not that's why some business fails & Others don't ... could be many factors at work ... The Grace Commission Report[3] was presented to Congress in January 1984. With two thirds of everyones personal income taxes wasted or not collected, 100 percent of what is collected is absorbed solely by interest on the federal debt and by federal government contributions to t***sfer payments. In other words, all individual income tax revenues are gone before one nickel is spent on the services [that] taxpayers expect from their government."[4]
