There hasn't been sufficient time for the ACA to work (or not work). Until then, if anything is preventing the private sector from creating jobs, it's the d******e, reckless, narrow-minded, and ignorance of the republicans on capitol hill, who refuse to put the best interests of the country over the extremists within their ranks.
