That program tested students on English and Math, and the teachers and schools were graded by the results. The highest grades resulted in raised salaries for the teachers. The lowest grades resulted in school closings. As a result teachers and schools were compelled to "teach to the test", so they neglected social studies and civics. And don't forget "school choice", which took millions of dollars out of public schools and handed it over to private schools, many of which were segregated and taught christianity using your tax money.
