Spending is an Executive Power. Revenue paying is a Legislative Power.
All Legislative Powers are ‘here in listed’ in Article 7. Congress is to pass Bills to Raise Revenue. That is like sending out invoices so they can get paid for services rendered. That would imply that the Government is supposed to do useful work, for pay.

I have been trying to figure out what is wrong with the Federal Government, and prove the case. So, I have been reading the writings of the Founding Fathers. As it turns out Jefferson had it pretty well figured out, and he specified a structure that is somewhat different from what we have now.
The first fact that should be held foremost in mind is that the Founders wanted to build a Government that worked for the People rather than for the Insiders . Their view was that a Government is necessary to protect us from all of the other Governments out there. It is to stand between us and them .
Second, they wanted to build one entity that had all of the Powers needed, but would not become tyrannical . There definition of a tyrant was an autocrat that can make policy and implement it . For this reason they divided the Powers between two branches of the same Government . So, they specified one set of powers with half of them in each of two equal branches. The two branches have different parts of the same set of Powers .
They wrote in the Constitution that the President has all Executive Powers and the Legislature can Order, Resolve, V**e, and Pass Bills to Raise Revenue . There is some misunderstanding about what that means and how to structure a Government that can implement it. Jefferson clarified the question as an aside to James Madison. James had reported to Jefferson, in Paris. that the Constitutional Congress had adjourned with a strong contingent advocating for a Bill of Rights . So, Jefferson suggested one , and as an aside he said that it would go well with what they had already put into the Constitution. “For example,” he said, “they had controlled the Dog of War by separating those who declare war from those who pay for it.” He then clarified this further in the phrase, “from those who are to spend, to those who are to pay.”
The Power to declare War resides in Congress , so Congress is to Pay. There is no overlap of Powers . The one set of Powers is divided between the two Branches. Congress gets the Power to Raise Revenue and Pay. They do not get the Power to Spend. Spending is Executive. The President specifies: what will be purchased, from whom, for what price, and Congress has nothing to say about it because the Powers are divided. I cannot imagine that the Founding Fathers would have thought it a good idea to have 5340 thumbs and figures in the Revenue Pie.
Spending is not Appropriating. The word Appropriating derives from the French to Own. It means to take exclusive possession of . I found one definition that said, “To go in without permission and seize, particularly in a high handed manner .” It is synonymous with Usurp.
Congress recently passed something they called a Spending Bill which they named The Cromnibus. This is a blatant violation of the Constitution. This action should be stuck down.

I have no problem with the Government bring helpful, but I do have a problem with the American Population being delivered into the hands of powerful groups. The ACA delivered us to the Insurance industry. The GM takeover delivered the Auto Industry to UAW. Keystone Cancilation delivered North Dakota oil to Warren Buffet's Burlington Northern Railroad. And, the TARP Fund originally came with orders to: support construction, prevent economic crash, and help those who are threightened with foreclosure.
Obama did none of that. Instead he proped up the Bankers. The result of that action was a decrease in the velocity of money circulation in the economy, so we got no help from the multiplier effect. Thus it has crashed and has stayed crashed for his entire term in office. That suggests a new handle for Obama. We can call him 'Mister Crash O'.

Let's call it the College Distruction Movement. If the first two years are free and can be t***sfered for full credit then Colleges will be forced to give away their first two years also. This is particularly distressing considering the crappy quality of Junior Collage offerings. This is an assault. I suspect the Teacher's Union. RWM

What is going on is Cronyism. Congress is not supposed to Spend. Thomas Jefferson wrote to James Madison that those that declair war are not those that pay the bills. In other words Congress raises Revenue, gives it to the President and he is supposed to spend it and not blow the budget. The Founders did not want 5350 thumbs and fingers in the Revenue Pie. Tell your Congressman to stop bringing home the bacon. RWM

Letter to Shenandoah Valley Tea Party Patriots August 7, 2014
My name is Richard Mondale. In 1982 I copyrighted ideas about Fair Pay and I observed that we need a Golden Rule in the United States.
The Fair Pay Idea says, “Everyone gets paid according to what they bring to the Enterprise.” I then derived a mathematical equation to do this calculation.
The Golden Rule enlists the Lawyer Corp to be our immune Response System. Stated simply, “Lawyers get to add 50% to wh**ever Harm they can prove.” Harm is defined as damages that are not compensated for by beneficial conduct. You should not eat that which you do not own. People should be better than the beasts of the field. The victim should be made whole, the Lawyer should get paid, and the perpetrator should pay more than he could ever have made on his thievery, unless he confesses.
More recently I listed the Five Fatal Federal Flaws. These are items that I believe could k**l America. They include:
1 Bad Education – My solution is “Test the Graduates of the School.” The Government has the right to want wh**ever it wants to want, and it has the right to test for it. I suggest that they test for the abilities that the government needs kids to have, and then rank the schools and embarrass the ones at the bottom. There is about one week at the end of the senior year (when the diplomas are being printed) when very little work is done, so fill this time with tests.
2 Bad Tax System – The Rust Belt was caused by the IRS. Income Tax does not compete well with VAT Tax, thus we have been subsidizing Europe since World War II. This was entered into with full knowledge and conscious intention, but then we forgot to stop it, and so it continues, and the entire world has jumped on board by adopting the VAT tax system. I have devised a Consumption Side Tax system that is cheap and easy. This will save us the $400 Billion we spend each year to figure or taxes. It will also retrieve the $300 Billion worth of fraud and theft, and it will make or products competitive on the world market. That will be worth a Trillion Dollars per year. That stimulus would help our economy. I call it the Banker’s Tax. It can be stated simply: “When money is removed from FDIC Insured instrument, the Tax is taken.” We do not care who you are or what you are buying or why you want it. If you want it, then pay 5%. We charge extra for Cash.
3 The Police – Armed Government Agents can be awfully nasty. History is replete with examples. To add to the threat, the police are getting some powerful new toys, for instance: they can look right through your house and find all of your guns and gold, and they can tell you if you have copper pipes. We need some rules to control them. I believe that no enforcement action should be permitted until a victim comes forward and files a complaint claiming damages. The Police would then access their special information to identify the perpetrator and to convict him. Police should collect Court Grade evidence.
4 Crony Crapitolism – The British Mercantile system has captured our Government as outlined in the “Hamilton’s Curse” by Thomas J. Dilorenzo. The mechanism for this is the improper assignment of the Duties of the Two Active Branches of the Government. The Congress is supposed to be the Brain and do the thinking for the Government. The President is the body. He Executes the Orders given him. The Federal Teat is supposed to be part of the Body, but the Congress wants to Bring Home the Bacon, so they seized the Power to direct spending from the President in exchange for letting him be the Leader. My Dad worked for FDR. He said, “The Leaders of the Congress came to the Whitehouse and said, ‘You get ready for the War, and just send the bills to us.’“ Thus, the power was t***sferred. So, the Congress splits up the Money (60% to the majority party, 40% to the minority, everybody’s district get its fair share based on seniority) and the President Leads the Free World. Nobody wants to fix this. Cronyism is just too profitable. We are tied up with those ligaments that Hamilton was talking about. Thomas Jefferson said to James Madison that they had controlled the Dog of War by separating those who declare War from those that Pay for it. Congress Declares War, so Congress does not pay for it. During the 7/11/11 Conflict I said to Bob Goodlatte, “I cannot imagine the Founding Fathers would have thought it a good idea to have 5350 thumbs and fingers in the Revenue Pie.” He stopped me saying, “We are allowed to appropriate money.” Def: Appropriate: To go in without permission and seize, particularly in a high handed manor, also, to reserve for a purpose.” Congress rides on that last part. What they should do is write one check per year, per Cabinet Secretary. They should be told to release the tit.
5 I don’t feel well represented. The Founding Fathers did the best they could to devise a representative government in a time before the invention of the horse and buggy, the sail boat, or the Post Office. The States were big back then, and they are still important, but we now know that there are other important entities that need to be represented. The question then becomes, “How can all of the diverse kinds of entities be represented appropriately?” People, governments, businesses, and networks all have needs. What I would recommend is that each entity should represent itself to the Government on four basses. They would be: Internal thoughts (science and religion), External efforts (business mostly) (denominate this in dollars), Extended associations (family, community, and town), and Environmental needs (easy credit and clean air). Everyone would get a v**e in each of these categories but they would have more power in some than others, for instance Unions would be powerful in the last two, colleges would be powerful in the first two, and rich people would hang out with businesses in the second. This would all be on the internet so it is instantly modifiable. Citizens can move their v**e to strengthen some position.
Lastly – I was talking to Emmet Hanger. I told him, “There are three ways to pay for Health Care. You can save up before hand and pay cash, you can play the insurance game, or you can borrow money and repay it later.” Obama Care has slammed us into playing the Insurance Game. I proposed the establishment of an Emergency Bank that would lend money to pay the Hospital, or rebuild the house, and would put the citizen on a ten year repayment schedule. This fund would be established and maintained by giving each new born a birthday present of an account with a $5000 balance. This would grow at 7.2% so it would double every decade and would become worth two million dollars. That should be enough to pay for a lifetime full of health care. If it is not used, then it would go back into the system, thus reducing the cost. Any short fall would be funded by tax dollars. However, I would insist that accounts belonging to citizens k**led by natural disaster of acts of war, should be paid out to survivors. This will help with the emergency and remove any possibility of governmental conflict of interest.

In a letter written from Paris on September 6, 1789, on the topic of “the Earth belongs in usufruct to the living” and sent to James Madison, Thomas Jefferson advocated limiting debt to that which can be repaid within 19 years. He said, “It would furnish matter for a fine preamble to our law for appropriating the public revenue; and it will exclude, at the threshold of out new government the contagious and ruinous errors of this quarter of the globe (Europe), which have armed despots with means not sanctioned by nature for binding in chains their fellow-men.”
This next sentence is what I want to call your attention to, “We have already given, in example, one effectual check to the Dog of War, by t***sferring the power of letting him loose from the Executive to the Legislative body, (in other words) from those who are to spend to those who are to pay.”
Congress: Orders, Resolves, V**es, and Raises Revenue. All Executive Power reside in a President.
The Founding Fathers wanted to create one entire entity so Congress is the Brain and the President is the Body. The Body does what it is ordered to do with the resources it is given. And the Federal Teat is part of the Body so the President should be a girl.

Let’s start with the objective of the Founders. Their writings are populated with quotes like this one from John Adams, “I believe there is no one principle which predominates in human nature so much in every stage of life, from cradle to the grave, in males and females, old and young, black and white, rich and poor, high and low, as the passion for superiority.” “R*******n against tyrants is obedience to God” said Ben Franklin. And Tom Jefferson said, “I have sworn upon the alter of God, eternal hostility against every form of tyranny over the minds of man.”
It is apparent that they were concerned about tyrants and being controlled. So, what is a tyrant? What does a tyrant need? There are 4 Powers needed by any enterprise if it is to be a success. The four powers are: The Power to hire sk**led people, Authority to buy Materials, The ability to pay your bills, and you have got to have a Plan.
Article one; Sec 7 Paragraph 3 says the Legislative Powers contain Ordering as in Commanding, V****g which is decision making, and Resolving which is institutional memory. I believe that those three constitute the thought process. The power to think, for the entire government, is given to Congress.
Article one; Sec 6 Paragraph 2 says that those that have Legislative Powers are not allowed to hold office in the Executive Branch. So, all Executive Powers reside with the President however Congress has the Power to Think, so the President doesn’t.
Article one; Sec 7, Paragraph 1 says that Congress also gets the Power to send out Bills to raise revenue. Congress can stuff the Treasury by collecting Accounts Receivable for services rendered. You have the ability to pay our bills.
Amendment 16 says that the Federal Government can support itself by taking a direct draw from the circulation of wealth in the Economy. That is one Power of Congress. Your agent is the Internal Revenue Service, and why you let them act like that I don’t know. My Banker’s Tax is Better
So Congress gathers in the Money and Congress’s other Power (Order, V**e and Resolve) is the thought process. Congress has the “Super Vision”, and they have the Money. You Congressmen get to make all of the plans. The President does not have that power. He can’t plan or pay. Congress is not supposed to touch Spending or Hiring, and the President is not supposed to set Tax Rates or direct outcomes. He is to obey you, and you can’t do anything without him.
The President Hires the Talent and Buys the Materials that are needed to follow the Orders from Congress. It is all very friendly. The two branches together equal one Government.
Please ask the Court to make this adjustment.
