Or shut water off & open faucets. Have alternate heating sources. Actually, TX had a similar (but not as bad) freeze in 2011. I live in the Houston area in late 80s, temp was in the teens. I didn't lose power where I lived but many homeowners suffered from frozen pipes. Burst water pipes were so bad there was a shortage of half inch copper pipe in Houston metropolitan area.
