Currently, I think there is no federal law that requires states consistency or uniformity in voting protocol.

The only way to fix this and make it consistent is for Congress to legislate a uniform voting guidelines for all states.

Therefore, California and New York could impose a voting policy for their registered voters. This will result to a series of litigation, based on voter’s fraud, in counting, and sometimes fraud in various ways.

At present most common guidelines are voting by in person, or voting by absentee ballot for those eligible, and for the military personnel out of states.

At present more states are crumbling to vote by mail in ballot. Therefor California and or New York can require protocol of voting by mail in ballot. This method may result to series of litigation especially at present when the socialist democrats are desperate to take over the US presidency. For mail in voting the ballot is mailed in automatically to every eligible voter.

Following are disadvantages of voting by mail.
There are disadvantages and advantages to voting by mail in ballot and we must have to weigh in which is the most ethical, honest, and compliant.

Disadvantages of mail in voting.
1.More cost involved. The creation of machines to count this new ballot system, more postage and printing costs are involved.
2. Independence: The voter may be coerced by someone at home and vote for the party or candidate not originally chosen by the voter.
3. Slower result since the ballot may sometimes arrive at a later date.
4. Increase in voter’s error. Compared to in person voting when the Voting Clerk could help correct the problems.
5. Desperate effects on some population. Some native Americans may not have permanent mailing address.
6. The in person voting tradition is broken and when a new procedure is made. Inconsistency create panic for some.
7. Increase in litigation the most significant counting disputes in the past was counting of absentee or mail in ballots.
8. Some democrat or liberal states could cheat by not counting votes for states that lean more of republican voters.
Advantages;
1. Convenience.
2. Voter turnout may increase.
3. Cost, no need to hire poll clerk in the voting booth.

I am afraid we will have a very long and litigious presidential election this Nov. 2020, when the socialist-communist democrats are desperate to take over the White House. They'll do all fraudulent means to win. Please be vigilant my fellow Americans. Make sure that the number of ballots counted must not be more than the registered voters.

May God help us!

Considering that the ballots would only be mailed to REGISTERED voters and voter registration requires documentation, I am wondering why you are so set against it.
1. The absentee ballot I recently used is the same type of ballot that I used in the last election voting in person, so no need for a different machine. Sample ballots were already being mailed for prior elections, so just mail the real one.
2. The absentee ballot I sent in required a signature as well as an affidavit from anyone assisting.
3. Absentee ballots are sent a month in advance of the election. That should allow ample time to vote and mail it in.
4. Instructions read to call the election board if a new ballot was needed due to an error. Again, if the ballots are mailed a month ahead of time, there should be no problem. Additionally, ballots are counted based on being posted on or before the election date. Allowance of two weeks after that date should be sufficient for all ballots to get in for counting. Overseas ballots should have an earlier post by date.
5. How do Native Americans currently register to vote if they have no permanent address? I can remember having to wait until I HAD a permanent address before I could register to vote.
6. Universal mail-in voting is hardly a cause of PTSD!
7. Waiting for mail-in ballots only becomes an issue when there is mostly in-person voting and the difference is less than the number of mail-in ballots outstanding.
8. Likewise, Republicans might cheat.

How do you handle the people who have died or moved between the mailing and the election?

That's a valid concern. The mail in ballot would be delivered to whoever is at that address; they could, in turn, complete the ballot and return it.

NO, because it is addressed to a specific person and that person has to sign the return envelope!

Several Election watch groups claim there are at least 24 million flawed voter registrations nationwide! Mail voting opens the door to radical groups scarfing up these flawed registrations and converting them into counted illegal votes!

Here we go! Trump knows that if more people vote, Republicans will lose. He also believes that voting by mail will bring out more Democratic leaning voters. He is probably right. So, the safe thing to do is demand his lackeys step up messaging on the evils of voting by mail. When he loses in November, he can scream VOTER FRAUD. FYI Trump votes by mail.

So you are saying the ballot is mailed "by special delivery - return receipt requested - by addressee only"?

I forgot, one more disadvantage of "Mail in Ballot".

In 2008, I remembered that the ACORN, supporters of Obama went from Old Folks home to all over the country. They delivered registration forms for them filled up by the Acorn staff, and signed by the old folks registered. Then by election date, ACORN came back to the Old Folks homes, filled out the ballot for the old folks and then have the old folks sign the ballot. Then they mailed. And kuala, Obama got plenty of votes from the old folks.

At present about 1.5 million adults are in the nursing home or home care. That's a lot of votes to make a difference.

That is especially true in Chicago Illinois.
