Currently, I think there is no federal law that requires states consistency or uniformity in voting protocol.

The only way to fix this and make it consistent is for Congress to legislate a uniform voting guidelines for all states.

Therefore, California and New York could impose a voting policy for their registered voters. This will result to a series of litigation, based on voter’s fraud, in counting, and sometimes fraud in various ways.

At present most common guidelines are voting by in person, or voting by absentee ballot for those eligible, and for the military personnel out of states.

At present more states are crumbling to vote by mail in ballot. Therefor California and or New York can require protocol of voting by mail in ballot. This method may result to series of litigation especially at present when the socialist democrats are desperate to take over the US presidency. For mail in voting the ballot is mailed in automatically to every eligible voter.

Following are disadvantages of voting by mail.
There are disadvantages and advantages to voting by mail in ballot and we must have to weigh in which is the most ethical, honest, and compliant.

Disadvantages of mail in voting.
1.More cost involved. The creation of machines to count this new ballot system, more postage and printing costs are involved.
2. Independence: The voter may be coerced by someone at home and vote for the party or candidate not originally chosen by the voter.
3. Slower result since the ballot may sometimes arrive at a later date.
4. Increase in voter’s error. Compared to in person voting when the Voting Clerk could help correct the problems.
5. Desperate effects on some population. Some native Americans may not have permanent mailing address.
6. The in person voting tradition is broken and when a new procedure is made. Inconsistency create panic for some.
7. Increase in litigation the most significant counting disputes in the past was counting of absentee or mail in ballots.
8. Some democrat or liberal states could cheat by not counting votes for states that lean more of republican voters.

3. Cost, no need to hire poll clerk in the voting booth.

I am afraid we will have a very long and litigious presidential election this Nov. 2020, when the socialist-communist democrats are desperate to take over the White House.
