I agree. When I was a Peace Corps volunteer in the Côte d'Ivoire I met several Russian citizens and became friends with a couple of them. We talked politics and we ultimately decided that the problem was not the Russian people and the American people, it was the American government and the Russian government. The people don't make policy, the government does.
