When done properly and not just to target voters likely to vote for an opponent, then it is legitimate, the Republican party tends to only target voters likely to vote Democratic, that is voter suppression. Why do you think they only target likely Democratic voters?

If a voter does as required the use would be moot as it is their responsibility to file a change of address to begin with, problem solved and if worried about a timing issue they can go to an election office and make the change right there so they can vote ....
It isn’t the responsibility of anyone but the voter to follow through when they have left an area or not voted in years..
