Do you think there's a possibility the Senate's actions are similar in nature as the following statements?
"I'll be right there" when someone asks you to help them do something you have no intention of doing. It saves you the agony and arguments of declining;
"I met her. You'll love her. She has a great personality" when you are forced to find a blind date for a friend and the pickings are rather slim. Yes, you lined the guy up with a date, but chances are it will be the last time he trusts you to fix him up again.
"My check is in the mail" -or- "What d'yer mean my check wasn't signed?" Oh, sure, you contributed and looked like you made an effort, but in the end it was a big, fat nothing.
As for the Senate, "We'll forward the bill to the House tomorrow" -or- "I'm glad the political battle in this chamber is over. I hope the House comes up with a similar version of the bill so we can blend them someday" -or- "Say, you know that bill we passed earlier today? Do you know where the master copy is so we can forward it to the House? You haven't seen it, huh?"
In the end, their actions come down to the phrase, "If you can't dazzle them with brilliance, baffle them with bulls__."

You may as well stay home because this is a country that doesn't reward lawbreakers. If you come here legally and want a better life for you and your family, we welcome you with open arms. The best of good fortune to you!"
