Intent to manufacture narcotics, intent to distribute narcotics, intent to commit perjury----they haven't committed the crimes YET, but their actions show that at some point that they will. Read the report!!!
Great burden of proof when looking to prosecute an individual for attempt requires clear evidence of intent to commit the crime...
