I was referring to something a little more outside the box: a golden opportunity will be missed. President Trump could have the Congress vote on the orders. Shouldn't be that difficult since the majority party and the President seem to agree they need to be rescinded. It would be a re-affirmation that it is the Congress' job to legislate. That would need the co-operation of the Executive and, because the two branches seem to agree about the Obama EOs, in this case that could happen.
