We are born with a sin nature,and have to fight those urges our whole life even after we are saved. Yes we,without God's regeneration in his spirit are capable of most evil actions. You either believe what God wrote about man or you don't. Can an unsaved person be capable of good? Yes, but the Indians have a wise saying...inside of you are two wolfes a good one and a bad one,who you feed the most is the stronger of the two.

Because we were born with a sin nature and no one would go to heaven without someone paying the penalty for our sins ( Jesus) no one who sins and hasn't received God's forgiveness can go there. And that decision has to be made personally when you realize you are a sinner. Young people who die before they are capable of choosing are covered by Jesus blood automatically as they didn't get the chance to choose.
