The borrowers were irresponsible. Nobody charges interest at 264% on a regular loan (non payday). And anybody who would take a 264% interest rate loan is not responsible

It is the fault of the card holder. Nothing says you have to pay the minimum only. That’s a big mistake. Should pay off much faster and if can’t, then don’t borrow as much.
