In fact, i have theorized that if we were to cut off ALL supportive payments to every nation and have them submit a request funding as a new applicant, we could then qualify each nation as a friend and supporter of our Nation. We then make an agreement as to what each party will do and, if they do not uphold their end of the bargin, cut them off and wait for another round of application. They must QUALIFY for the funds.
