There is a tacit agreement between these companies and the Congress of the United States, along with many other companies including Wall Street firms, that with laws passed that promote profits and reduce employee costs - a percentage of those profits must be redirected to members of Congress, in the form of campaign financing and lobbying gifts.
Several years ago, a great deal of effort was undertaken to stop similar activity - conducted by the MOB, or organized crime. Making it legal for themselves to do so, does NOT absolve the Congress for such an egregious breach of trust - it's still just plain wrong. Just as it was wrong to give themselves permission to do insider trading - which would send anyone else to prison and still does.
