You are welcome. In this age of microchips it is very possible to attach such an identification oriented devise to the butt of a projectile, then track who bought it. As for what is a war grade weapon you should ask a combat veteran, or watch what mass shooters choose to use.

Here is a philosophical argument:
The Constitution restricts the Army from using its war grade weapons upon civilians.
I would expect the same restriction upon others that might wish to use such weapons upon civilians.
War grade weapons should be reserved for use against armies.
Also,
I would support identifying labels on bullets, missiles, etc. so the owner can be identified and called to account.

Good question! I know it is not right to answer a question with a question, but who should the licence come from? If you have a licence and you k**l, or just hurt someone, are you innocent? If you do not hurt anyone in any way, but have no licence, are you worm meat? If you are the world renowned expert in the field, but have no licence, do you get jail time? Might I propose that competence is more important than compliance

I think I am looking at a third world government. We let the President bring his agenda and then he, the Executive, executes it, just like a tin horn tyrant. And the Congress Raises Revenue, and then uses it to buy wh**ever the President needs, just like the incestuous crony mob they are. The Deep State is a symptom of this condition, like a fever indicates an infection.

What is Wrong With Our Government

Our country is in serious trouble. The historic enemies of Liberty are at war with us. Mark Lavine’s new book Rediscovering Americanism explains the conflict in great detail. I want to explain some of the weaknesses that exist in our government that are being used by those enemies.

1 Spending is not a Congressional Power, according to Jefferson in his letter to Madison (June 1789) We took the power to declare war from the Executive and gave it to the Congress, "(from those that can spend, to those who can pay)" The existential powers are separated between branches, and the separation is sharp. They didn’t allow any blending or blurring. All Executive Powers reside in a President. Article One; Section7 says Congress can Raise Revenues so they have money with which to pay for things, and by V****g and making Resolutions the Congress can carry out the thought process. Section 7 also gives Congress the ability to write Orders. Congress has Command and Control over what the Government will do. Those Orders go to the President. He is supposed to buy what he needs to obey orders. It is the relationship that exists between husband and wife, or Architect and General Contractor. (Action: reestablish the proper division of power between Congress and President.)

How did Congress get hold of Spending? Have you ever noticed that when we v**e, minorities always lose. V****g is a great way to make a decision, but securing representation is not a decision making process. The Founders thought it was, but it is a choice, like selecting clothing. V****g is a great way to make a decision but when applied to Representation it has created the American Politician. They have two needs, to be popular and to be well funded. Both of these needs can be satisfied by bringing home booty. Thus Congress needs to direct spending. They do this through the appropriations process even though to appropriate means to seize and reserve for a purpose, not put out or spend. (This is the cause of the $20 Trillion dollar deficit. The founders knew that 534 people cannot work together and balance a budget.)So our debt is caused by V****g for our Representatives.

If you don’t V**e then, what would you do? I say, "The Citizen should describe himself to the Government by choosing to assign his v**e, to a qualified group or organization that will do the work of Congress, in each of the following areas: Internal Thought (What do you know that is true) External Efforts (What is your trade or business) Extended Associations (Who are your people) and What are your NEEDs. This last one will incorporate all local governments and regulatory bodies. This list will allow every entity to be represented in contrast to the geographically oriented human centric system we use now. It will absorb all of K Street and Capitol Hill as well as anyone else that wants to do the work of Congress. The advantages of this method of securing Representation are: It will be securely decentralized online so DC will no longer be a nuclear target. It takes care of Term Limits, fiscal irresponsibility, and the over reach of power, because all three of these have grown out of the supposed sanctity of "V****G." (Action: this will require a complete rewrite of Article One)

Regulation is the despotic enforcement of arbitrary laws. The Citizen is the Sovereign. The Government is his servant, so how does Government become preeminent? Regulations should be recommendations. Harmful outcomes should be controlling. I recommend the police should become the Grand Jury envisioned by the Founders. Their job should be to certify injury and provide Court Quality evidence. (Action: define law enforcement as, "correcting injury" or "helping the victim")

Finally let me reassure you about the 'power people' who do not want to lose their franchise. None of what I have outlined here should affect them adversely. The Government will still need suppliers, it will still hire experts, and none of the systems will change suddenly. What I have listed are rule changes that will let us grow out of this hole, so the Golden Goose doesn't die. It is all just housekeeping stuff. It is: correct the Founders original mistake about v****g to secure representation, give the police and lawyers the task of helping the injured instead of enforcing rules, and then return to the original structure specified in Article One; Sec 7.

Years later, France & Italy were still confused as to why he was forced to reign. One French politico said they had Watergates every day in France. An Italian attorney asked why did your President Nixon have to resign because he lied. "In Italy, everybody lies. It's a form of art."

I had the pleasure of meeting G Gordon Liddy, and asked him if Nixon did anything. He said, no, there are multiple layers of deniability surrounding the President. That was our job, to protect the President.

Quiz: What happened the day before Nixon resigned?
I remember Peter Jennings reported that the final draft of Nixon’s Four Phase Economic Analysis of the Economy was printed and delivered to him. He put his feet up on the desk in the Oval Office and read the report. He signed it and then wrote out his resignation which he delivered the next day.
It was pointed out to me that if he had left office before that report was finalized and printed, it would have been k**led. He considered it the most important thing he did during his Presidency.
Nixon’s effort was brilliant. He did 16 tests. Each test implemented a recommended solution to the inflation problem. They all failed. Inflation always went right back to what it would have been if nothing at all had been done. He gored everybody’s ox. All the famous economists were proven wrong and they h**ed him for it. It is probably the cause of the protests and h**e in the street.
