Chase Manhattan, Chemical branches merge under Chase name.

NEW YORK--(BUSINESS WIRE)--Sept. 3, 1996--Chase Manhattan Bank and Chemical Bank branches opened their doors today under the Chase name, giving customers access to the largest network of branches and ATMs in the tri-state area.

The holding companies had merged on March 31.

"We've created an organization of tremendous power and reach," said Michael Hegarty, vice chairman. "We're using our resources to offer a full range of deposit, investment and insurance products and services for all types of customers, and to let them bank any way they want -- branches, ATMs, PC, telephone, mail or fax."

Starting today, Chase and Chemical customers can go to any Chase branch or ATM for deposits, withdrawals and other t***sactions. Chase offers 612 branches and 1,642 ATMs in the tri-state area. It has more individual and small business customers than any other financial institution in the region.

The unified Chase brand will be launched this week with a multi-million dollar advertising campaign focused on the tri-state area. Television and radio commercials, as well as outdoor and print ads, will reinforce the bank's commitment to making life easier for customers, using the tagline "The Right Relationship is Everything."

Chase also launched its new deposit product line today, featuring overall cost savings for both individual and small business customers. And Chase became the first major New York bank to offer a Self Service Banking account, with lower balance requirements for technology and telephone users. Giving customers significantly broader access to their accounts at ATMs and retailers, Chase issued 700,000 MasterCard debit cards to customers this summer and will distribute an additional 600,000 cards by the second quarter of 1997.

Small business customers are an important priority for Chase, Hegarty said, and its new product line provides more flexibility for those customers, allowing them to link multiple accounts to reduce or eliminate fees, as well as to receive benefits such as premium rates on certain deposit accounts. A new Flat Fee Business Checking account offers low minimum balance requirements to small businesses. Chase is also focusing on lending to those customers. Other new products and services such as business insurance, a daily statement by fax, and a business credit card are also part of the small business menu.

More than 4,000 Chase Bankers worked over the Labor Day weekend to complete pr********ns for today's milestone. This summer more than 12,000 bankers trained on the new products, systems and procedures in sessions totaling more than 300,000 hours.

"After all this hard work," Hegarty said, "the true measure of our success will be how well we make the resources of the new Chase -- our people and technology -- work for our customers in more ways, and more conveniently, than either bank could have done alone."

Chase, Chemical Will Merge in $11-Billion Deal

New York-based banking giants Chase Manhattan Corp. and Chemical Banking Corp. on Monday announced an $11-billion merger that will create the nation's largest banking company, one that touches millions of consumers through credit cards and mortgage loans.

Chemical, the nation's fourth largest bank, and Chase, sixth largest, together will leapfrog Citicorp to the No. 1 spot. The combined company, with assets of nearly $300 billion, will have broad global reach but will still be far smaller than several Japanese banks.

The much-rumored deal, like many in the ongoing wave of bank mergers, is being driven by banks' need to dramatically cut costs in the face of rising competition from mutual funds, stock brokerages, consumer finance companies and others.

The companies, which when combined will take the Chase Manhattan name, told analysts that they can save $1.5 billion in costs over the next three years by consolidating operations, closing offices and eliminating some 12,000 jobs.

Casualty insurance is insurance not directly concerned with life insurance, health insurance, or property insurance. It is mainly liability coverage of an individual or organization for negligent acts or omissions.[1] However, the term has also been used for property insurance for aviation insurance, boiler and machinery insurance, and glass and crime insurance.[1] It may include marine insurance for shipwrecks or losses at sea or fidelity and surety insurance. It may also include earthquake, political risk insurance, terrorism insurance, fidelity and surety bonds.

One of the most common kinds of casualty insurance today is automobile insurance. In its most basic form, automobile insurance provides liability coverage in the event that a driver is found "at fault" in an accident. This can cover medical expenses of individuals involved in the accident as well as restitution or repair of damaged property, all of which would fall into the realm of casualty insurance coverage.[2]

If coverage were extended to cover damage to one's own vehicle, or against theft, the policy would no longer be exclusively a casualty insurance policy.

The state of Illinois includes vehicle, liability, worker's compensation, glass, livestock, legal expenses, and miscellaneous insurance under its class of casualty insurance.[3]

In 1956, in the preface to the fourth edition of Casualty Insurance Clarence A. Kulp wrote:


Broadly speaking, it may be defined as a list of individual insurances, usually written in a separate policy, in three broad categories: third party or liability, disability or accident and health, material damage. One of the results of comprehensive policy-writing .... is to raise the question of the usefulness of the traditional concept of casualty insurance ... some insurance men predict that the casualty insurance of the future will include liability and disability lines only.

Later in Chapter 2 the book states that insurance was traditionally classified under life, fire-marine, and casualty. Since multiple-line policies began to be written (insurance contracts covering several types of risks), the last two began to merge. When the NAIC approved multiple underwriting in 1946, casualty insurance was defined as a blanket term for legal liability except marine, disability and medical care, and some damage to physical property.

We audited the Lansing Housing Commission’s Section 8 Housing Choice Voucher program based on our analysis of risk factors related to the public housing agencies in Region 5’s jurisdiction and the activities included in our 2015 annual audit plan. Our audit objectives were to determine whether the Commission (1) appropriately calculated housing assistance payments, (2) maintained eligibility documentation required to support the admission and continued occupancy of its program households, and (3) complied with the U.S. Department of Housing and Urban Development’s (HUD) and its own Family Self-Sufficiency program requirements.

The Commission did not always comply with HUD’s requirements and its own administrative plan regarding the administration of its program household files. Specifically, it did not (1) correctly calculate and process housing assistance payments, (2) maintain required eligibility documentation, and (3) conduct interim reexaminations for zero-income households. As a result, HUD lacked assurance that the Commission used its program funds appropriately.
The Commission also did not appropriately (1) maintain its Family Self-Sufficiency program bank account and (2) extend participants’ contracts of participation. As a result, it (1) underfunded participants’ escrow accounts and (2) failed to forfeit escrow funds for terminated program participants. In addition, participants’ escrow balances were not properly supported.

We recommend that the Director of HUD’s Detroit Office of Public and Indian Housing require the Commission to (1) reimburse its program more than $33,000 from non-Federal funds for the ineligible housing assistance payments, (2) support or reimburse its program nearly $93,000 from non-Federal funds for the unsupported payments, (3) pursue repayment or reimburse its program nearly $5,000 from non-Federal funds for the overpayment of housing assistance due to unreported income and discrepancies in the housing assistance payments register, (4) reimburse its households or landlords more than $3,000 for the underpayment of housing assistance, and (5) implement adequate controls to address the findings cited in this audit report.

HUD investigating complaint against former official

Woosley resigned in August, one day after the Free Press reported he had spent tens of thousands of dollars on travel and expensive dining.


LANSING – The Office of Inspector General of HUD is investigating a complaint Michigan Democrats filed in September alleging a potential conflict of interest or misuse of federal funds by former Michigan State Housing Development Authority executive director Scott Woosley, an official confirmed Friday.

"MSHDA has met with HUD (the U.S. Department of Housing and Urban Development) OIG on this matter," and an investigation is under way, MSHDA spokeswoman Katie Bach told the Free Press.

Woosley resigned in August, one day after the Free Press reported he had spent tens of thousands of dollars on travel and expensive dining since he took office in 2012, filing expense reports for items such as filet mignon, escargot, foie gras and pricey rum.

Democrats, who obtained the expense records, filed the complaint with the inspector general's office based on other records showing Woosley, while heading MSHDA, was administering a government grant to his private real estate investment company, Labor Management Fund Advisors of Troy.

HUD secretary quits amid scandal

WASHINGTON — HUD Secretary Alphonso Jackson, his tenure tarnished by allegations of political favoritism and a criminal investigation, announced his resignation Monday amid the wreckage of the national housing crisis.

He leaves behind a trail of unanswered questions about whether he tilted the Department of Housing and Urban Development toward Republican contractors and cronies.

The move comes at a shaky time for the economy, with soaring mortgage foreclosures imperiling the nation's credit markets.

THE CLINTON administration and Democratic politicians on Capitol Hill share responsibility for Baltimore's Section 8 housing scandal.

Former Mayor Kurt L. Schmoke and his two housing commissioners did little to stop the appalling waste and mismanagement in the city's low-income tenant subsidies. But Washington officials for years condoned those irregularities.

After "abuse, fraud and corruption" were alleged in 1998, appeals by Mr. Schmoke to the White House aborted a probe by the inspector general of the Department of Housing and Urban Development. Meanwhile, political operatives, including then-HUD Secretary Andrew M. Cuomo, lauded Baltimore's housing authority as a turnaround success that should be used as a national model.
