However, national leaders set general policies. Those policies can be wrong and destructive. To blame local officials who are charged with implementing and carrying out the nuts and bolts of those policies, I don't know, is to me an evasion of responsibility by upper echelons.

America found out that lock downs ultimately cause more damage than they are worth. It was painfully long for us to learn that and a lot of good people suffered from the lock down N**is. In China, with less recourse for the citizenry to oppose bad policies, the government can stick to mistaken paths much longer.
