Actualy you as an individual have the remedy to any violation of your constitutional rights, go to court for relief. If administrating various departments was unconstitutional loads of people would have successfully sued and been given relief. I don't know if you noticed but the Soviet Union fell a few years ago and c*******t ideals have been gone in China and Vietnam for a couple of decades. The sole reminent of Marxism still exists with the Castro brothers in Cuba but that is about it.
