Your chart takes a lot of things in consideration that is outside this topic. Since the thread is about Trump going low by "dumping" immigrants on the sanctuary cities, lets just look at welfare.
Topping the list is...
#1 California receives a whopping
103 BILLION DOLLARS in welfare. That's more than the next 2 put together.
#2 New York ...
61.4 BILLION DOLLARS #3 Texas at
35.4 BILLION DOLLARS Texas gets a lot of border crossings, so I don't hold them responsible.
The other 7 are;
4. Florida $27 billion
5. Pennsylvania $27 billion
6. Illinois $21 billion
7. Ohio $20 billion
8. Massachusetts $19 billion
9. New Jersey $17 billion
10. Michigan $16 billion
Here's what I don't find on your chart but I believe it is more to the point of this thread. 7 of the 10 biggest welfare states are either strong democratic, or leaning democratic. Only Texas, Florida, and Ohio are evenly matched between the 2 parties. None are republican leaning or strong republican.

30.3 BILLION DOLLARS per year, a staggering 17% of their total budget.
The point is, democratic states don't look so hot when all you look at is welfare. I didn't check all 50 states...maybe California and New York are exceptions, I don't know. This is just what I found.
