The easiest thing in the world is to under report the number of workers hired in a foreign country. Government would compensate for an presumed under reporting of workers hired in other countries. This presumption would penalize corporations that report honestly, and encourage dishonest reporting, just like most other regulatory oversight in this country.

Im talking about people, (companys, Owners, board members of companys, etc) who have so much money they probably cant spell it out in long hand writing as in: One thousand nine hundred ninety nine dollars and 99cents. People who only see other people around them as a source of more money! They arent happy with the number of commas in their net worth bottom line. People who give workers a reasonable and safe working environment or an adequate salary ONLY because they need it to make more money or were made too, either by law or by a union! And the only reason they are moving their company is to increase their income. And I doubt that that company owner had the prosperity of those workers in mind when he moved his company there! I don't understand. Is it greed that causes a person to want to have and enjoy their own possessions and not allow others to destroy them? To have a business is to have a possession, you don't want your possessions stolen, vandalized or destroyed. How can you claim it is a problem for America that Americans who own businesses care for them? Why not say it is immoral and un-American to be indigent? People who apply for welfare should be depatriated?
Why do you have a double standard for your things and for other people's things? The business owner bought or created the business not for yours, mine, or America's gain, but for his own gain. Why the two-faced insistence that he not be freely allowed to do with his property as he deems fit, while also assuming an American
owns a job the business owner needs done? The only reason the business owner needs the job done, is because the business created the job.
It is not an American's "inalienable right" to have a job.
Does this apply to all foreign plants or only plants replacing domestic plants?
Would that be percentage of profits from business in the United States? Or percentage of gross profits?
What if the business in the United States is a loss? Or the percentage of Americans employed is higher than percentage of business in the United States? Does the government pay them to continue doing business here?
What if a foreign company wants to close and relocate a plant to the United States? Should their country reciprocate our generosity? Should they be required to hire people from their country to work in their United States plant?
Will our government help obtain the work visas for American workers for these foreign plants?

Are you also for the same treatment of employees who remove themselves bodily from their occupations to visit foreign countries? Since they have taken time from producing economic increase for America to go elsewhere and provide economic increase for another country at America's expense, the money that they spend foreign country is a loss to America.
