You must mean opposing the effect onto (assuming 330 million population) 319 million, in order to cover the estimated 11 million that did not have insurance.
This plan was so radical, and the gop did not want government in the insurance business. There were other plans working with the states to expand medicaid, which if you did not know every low income person qualifies for already.
