its time to go into places like detroit and force these people to work if they want welfare and eveything free make them clean the steets orclean the empty lots,just make them do something.

So, you raise the water rates for those who can pay in order to furnish water for those who can't (or won't) pay. Then those who could pay, no longer can pay. A vicious cycle.
