It is a deliberate choice we make in very special circumstances to let a few refuge people into the country, and it is voted upon, or should be, and not allowed to rush our borders en masse.
I have posted the actual US law on this matter. I even provided a link so she didn't have to look it up herself, since I doubted her ability to do so. It can be found in 8 USC 1158. Apparently I should have also provided a simple explanation suitable for a fourth grade education also.
