The "bully pulpit" of which you speak is used by all Presidents, however, a "bully pulpit" is used to promulgate whatever information a person wants to convey. That's a huge difference from making laws and instituting policies and hiring "czars" to "shove these things down everyone's throat".

We have already lost our "international significance" and it is further falling into the cesspool thanks to Emperor Barack Hussein, the "White Negro". It will take several generations to revive, if we can survive that long.
