If there has not been a winner declared by Jan 20th, according to the 20th Amendment, Kamala Harris becomes president until such time as the House picks a president. This is not based on a Democrat/Republican vote; each state gets one vote. In that case, Trump will win another term. President Trump won most of the states, but not most of the Electoral votes just yet. However, as more evidence of Democrat cheating surfaces, this may change. This whole mail in ballot thing has turned the election on it's ear; since Trump won the in person vote. There are solid cases of voter fraud with the advantage of each accruing to the Democrats. In the increasingly likely event this goes in front of the SCOTUS, there is no telling what will happen. The SCOTUS does have the power to declare certain votes null, and I am not sure if they have the power to order new elections with adequate safeguards.
You will note that Colorado and Washington State have no problems with their mail ins. That is because they instituted the process years ago, in an off year when they both had fairly small populations. They did not try to install some kind of half-assed system 2 months before the busiest election in this country's history.
