Gore never won any of the Florida recounts. They kept counting and counting trying to get a change in the results. The results never changed, even after they put in more generous criteria for determining that a vote was intended for Gore. Gore didn't need to concede, he actually lost. Remember, the President is elected by the states through the electoral college, not by a nationwide popular vote.

Hmmmm - my business is profitable, I pay taxes every year, have never declared bankruptcy and don’t have to go to Russia if I need a loan.
