While Clinton's overall margin looks large and impressive, it is due to Clinton's huge margin of victory in one state - California - where she got a whopping 4.3 million more votes than Trump.
(California is the only state, in fact, where Clinton's margin of victory was bigger than President Obama's in 2012 - 61.5% vs. Obama's 60%.)
If you take California out of the popular vote equation, then Trump wins the rest of the country by 1.4 million votes. And if California voted like every other Democratic state - where Clinton averaged 53.5% wins — Clinton and Trump end up in a virtual popular vote tie.
On Jan. 1, 2015, California Assembly Bill 60 (AB-60) became law. AB-60 allows illegal immigrants in the United States to apply for a California driver’s license with the CA Department of Motor Vehicles (DMV). An estimated 605,000 undocumented residents received California driver’s licenses under AB-60
in the first year alone. The California DMV recently issued a press release stating that over one million licenses had been issued under AB-60 as of April 4, 2018.
California State officials chose not to make non-citizen license holders searchable in the DMV database. This specific provision, by itself, opens the doors to illegal voter registration as the driver’s license becomes indistinguishable online.
On Oct. 10, 2015, California Governor Jerry Brown signed the Motor Voter Act that automatically registers to vote every eligible California citizen who goes to a DMV office to get a driver’s license or renew one.
The California NVRA (National Voter Registration Act) Manual found this language on page 42:
VI. Voter Registration Cards where the voter indicates he or she is not a U.S. Citizen:
The VRC asks the applicant if he or she is a United States citizen. The voter may check either “Yes”, “No”, or not check either box.
