Agree with the need to check but if 'queerboy' shows up dressed and looking like everyone else how are you going to pick 'it' out of the crowd for checking.
I'd go back one step further. Sex determination by medical people prior to school enrollment even in preschool. When determined to be male on day one you will be male from then on including marriage and the prison they might eventually be sent to.
Recognition of the fact 'sex change surgery' does not change sex but merely changes physical appearances. Mental deviance is already apparent. Simply stated thinking it and lopping off your thingy doesn't make you female.
