In 1906 San Francisco would have been dealing with a horse manure problem and the associated flies and summer odor. The internal combustion engine and gasoline did away with those health problems. I am thinking that many San Franciscans were nostalgic for the early 20th century and it's earthy smells, so they voted in politicians who brought back street manure, only instead of horse waste they created a human waste zone because of the homeless.
