Did you read the links? Jose Peralta New York State DREAM Act, which allows illegal immigrants to qualify for state aid for higher education.

If you look at more recent statistics you’ll see that the students use to stay here and become productive US citizens, but there’s been a shift and now they are returning home being productive for their homeland.
I’ve learned that many foreign students from China study US law, I can see how that would benefit China very well especially in the corporate world.

Absolutely!! Seems we have less and less of a say where our money goes as time passes. Because our "representatives " in Congress vote their party line or their "conscience " instead of representing what their constituents want, IMO.
