Having served almost 30 years in the Navy, I agree wholeheartedly with the sentiment below. I served on both fast attack submarines and minesweepers and the normal human issues were quite enough to deal with; to bring in a known quantity with pre-existing psychological and physical issues would be definitely counterproductive and antithetical to the military's end goals.
