There is no such thing as a free Jr. College education, someone always pays, so you are saying that you want to transfer payment to the taxpayer. This might be done, but the problem comes in deciding how to do it and keep it affordable by the taxpayer and have high quality education there. Note that public education is failing in the K-12 system, and badly failing. To extend that failure for 2 more years would be insane.
We have been collecting infrastructure taxes at least since WW2, and things like the highway trust fund have been looted. On the Delmarva peninsula taxes/tolls were collected AND USED on the road and the Bay Bridge Tunnel complex to excellent effect. Elsewhere, not done, especially in the frderal interstate system. The gvt, needs to stop robbing peter to pay paul. Let peter pay peter's bills with his money and paul do the same. I'm tired of gvt. putting the money in their pockets and then not doing the jobs the money was intended to take care of..

I would expect a link that doesn't have an obvious right-wing basis for confirmation bias, as those are easy to find.
Having been raised in a fundamentally conservative family with eclectic ideological & intellectual freedoms...I have surmised, after a life-time of observations, that neither ideological base has an edge in honesty or virtue.

Johnson came a lot closer to being removed than Clinton in that only one vote was needed from the Senate to throw him out. A Senator from Kansas they were sure would vote to throw him out but he failed to vote as those GOPs thought he would. Yep, just one vote from being thrown out.
