As you can see, Roosevelt actually broke up the railroad monopoly controlled by JP Morgan. During his Administration he would be responsible for dissolving 44 monopolies.

Roosevelt was responsible for breaking up JP Morgan's monopoly on the railroad, not enabling it. See my reply above.
