I spent my high school years living near the Gulf Coast. Having spent a reasonable amount of time on the Pacific Coast, I used to get a kick out of my buddies who surfed offshore near Galveston, Tx. When they announced "surf's up," they were referring to waves less than a foot high.

1 foot? Ours in the Los Angeles area typically ran 3 to 4 on good days, then we got the 6 to ten often. I stopped surfing in the late 60's. Went to College in San Luis Obispo. Some surfed Moro Bay. COLD water. I did not own a wet suit.

Yeah, , one foot. I spent a lot of time near the S.F. Bay area, and also Monterrey. The waves seemed awfully high there, but I never surfed. It was just as well, due to the undertow in those areas...and, the water was extremely cold.
The Gulf of Mexico is nowhere close to the Pacific in its majesty...except during hurricanes.
