Another way to look at it may be that as well as being a Republican the gov is a woman. Here's hoping that informed her decision. I haven't held on to much OK info so I can't support that hope at all. Maybe she is just a true fiscal conservative and doesn't want to throw all that money away fighting for a losing law.
States have a decent amount of leeway in their regulation of abortion, creating a situation in which women don't have access at all is definitely not going to pass SCOTUS.
Texas is going to be great to watch.
