Paul Ryan had a Health Savings Plan that would allow us to purchase ins. across state lines, and would discourage unneeded procedures. It should lower rates and give the ins. co.'s more competition, which is good for the consumer. John Boehner wouldn't even back him, much less nancy and harry.
