Project Big Give, run and manned by Air Force enlisted men, just came and donated their time and energy to fix-up the local Christian TV station. Only experience I have to share on the subject.

There are restrictions to soliciting for any charity fundraiser. You are not allowed to ask people for contributions. If I am selling girl scout cookies for my daughter's troop, I cannot go to people and sell cookies nor can I use government email to solicit money. I am only allowed to leave brochures in a common area or on my desk and people sign up as they see it. Military are not allowed to support any charity or political event while in uniform because that could imply an endorsement by the U.S. Government.
