We already have universal health care, It's called medicaid. Any government owned/operated business has failed. Health care insurance isn't the problem, the medical industry itself is the problem. Insurance companies operate in a free market. If they can't make a profit then they go out of business. They do what they need to make a profit as a free market provides. If medical costs go up then, in order to maintain their profit margin, they must increase their rates. Government run anything is not free market.
