Criminal negligence and malfeasance enabled by US gov't agency MMS the took bribes to not do its mandated job. Had MMS followed their own book, the BP oil spill would never have happened. Same sort of deal with 9/11. Some of the 19 hijackers were taking flying lessons for those big planes, were only interested on how to control the plane once it was in flight, after they would take it over, and there was a tip to that effect, but guess what? That tip was ignored and they went about their business unimpeded, but they could have been either arrested or deported prior to the 4-plane hijacking that destroyed the NY Twin Towers, k*****g about 3,000 people, and crashing one plane into the Pentagon, and the fourth plan intended for the WhiteHouse was crashed in Pennsylvania by courageous passengers who heard on cell phones about the other intentional crashes so they took matters and their own lives into their hands, true Patriots in the true sense of the word. Federal Government from the President to Congress, to the Supreme Court are breaking the Constitution at will, and when the bosses c***t, what do you suppose the underlings will do?

Get fired by their superiors for opening their mouth . The FBI agent [female] following up on Moussoui reported no less than 72 times regarding said flying lessons and yet was ignored and demoted for it . A warrant was never issued for Moussoui's computer which may have been the last piece of the obvious puzzle . I oft wonder if that info ever reached Mueller's desk .
The Chief of Security at WTC was an ex FBI Agent who had warned about just such an attack , and warned it was imminent to no avail .
Both Louie Free and Mueller should have been thrown in jail after 9/11 for their gross incompetence and criminal malfeasance .

It is a disgrace that inter-departmental and inter Agency infighting and political expedience took precedence over National Security .

As for the BP spill , you are correct , the judges in all the circuits involved down in the gulf, was one big "good ole'boy network . AND STILL IS .

Barack Obama’s presidency has had four consecutive years of $1 Trillion+ annual budget deficits, unprecedented in American history.

Foundation to fix the problems is installation of a 3% National Sales Tax (NST) with NO exemptions or exceptions, not even for non-profits, government, religious, medical and education. Dedicate 1% to current budget; 1% to National Debt; and 1% to Universal Medicare (UMC) to cover all legal US residents.

All residents, legal or not, having income or not, would be required to file an annual tax return to be used for census as well as to determine eligibility and amount or percentage of co-pay. Medicare is an established bureaucracy with its superstructure in place, so new departments would not be required.

To insure there are sufficient funds during the t***sition, a revised Income Tax Table applying to business as well as individuals would reduce income taxes to a graduated 20% maximum. Stock market Wall Street type t***sactions would be subject to a 1/2 percent t***saction tax. That might put the brakes on High Frequency Trading (HFT) that adds to problems connected with artificial volatility that gobbles up normal investor profits in the blink of an eye, while causing havoc in the market. This tax creates a cushion enabling small investors to buy and sell on an even par with professional traders.

Rationale for the half percent tax on Wall Street type t***sactions is the reality that TV Wall Street Business Programs on CNBC and Bloom refer to floor traders as placing BETS on expected up or down movements in certain stocks or groups. Therefore, by their own words they border on being gamblers rather than investors. This insignificant fractional tax is valid and based on the methodology of gambling dens that oversee gambling rather than gamble themselves, the House rakes in its allotted percent, be it 5%, 10%, or wh**ever the traffic will bear.

High powered investors already changed rules in their favor when they forced changes in stock pricing from eighths of a dollar to pennies, and are now mills, tenth of a cent, and “Basis Points” that are One hundredth of one percent, that combined with High Frequency Trades executed in nanoseconds, puts investor-gamblers in the catbird seat, and these gamblers get tax breaks as well???

Wall Street’s gambling den may well be akin to a den of thieves and a shining example is former NJ Governor Jon S. Corzine who after leaving NJ in financial shambles with what may have been illegal or funding policies not v**er approved, but was rewarded with a position as CEO of MF Global Holdings Ltd which he drove into bankruptcy with ill advised $Billion investment futures bets that he oversaw.

The beauty of the NST is that everyone would pay something whether income sources be legal, illegal, wages, fees, consulting, capital gains, interest, dividends, management, under-the-table, drugs, welfare, crime, etc would pay 3% of spending for support of the country, including automatic Universal Medicare for ALL LEGAL RESIDENTS of the US.

States stand to reduce their deficits as UMC payments for healthcare would wipe out the bulk of State Medicaid costs. Government payments of 3% NST would revert back to government for the express purpose of reducing Debt, and not recycled back into current budget expenditures. That equates to an automatic 3% cut in budget spending that trickles down to further reduce National Debt.

NST is based on an available 2008 study promulgated by Philadelphia Congressman Chaka Fattah and touted by Lanny Davis published in The HILL, would produce sufficient revenue to handle the Debt, Deficit, and National HealthCare that would operate under existing Medicare rules and regulations, thereby containing overhead and regulations.

Using Lanny Davis’ numbers, there were $755 Trillion of total t***sactions in 2008. If $312 Trillion in stock t***sactions is deducted, with no exemptions or exceptions for NST, that leaves a possible $4.43 Trillion in annual revenues for each phase: 1% each, or $4.43 Trillion for Budget, $4.43 Trillion for Deficit; and $4.43 Trillion for Universal Medicare. This means the proposed NST by itself represents real possibility for eliminating National Debt within 5 years, as $4.43 Trillion allotted to Budget exceeds expenditures and Obama’s proposed $3.8 Trillion Current Annual Budget.

Currently the 2013 Budget Deficit is estimated to shrink to $759 Billion but one thing is certain; Figures don’t lie, but liars figure. Current expenditures are $3.8 Trillion, nearly $1 Trillion more than revenues that continue to be misspent and wasted with unproductive and unnecessary redundancy.

The NST could replace the need to rely entirely on Income Tax that under this plan would be replaced by a graduated tax with higher exemptions and higher standard deduction to reduce manipulation of expenses for tax gain. The single tax-table for all entities, Personal, Business, and Non- Profit entities with a maximum GRADUATED tax rate of 20%, sample rates summarized as follows:
Effective tax rate on Taxable Income of $100,000 2.74%
Effective tax rate on Taxable Income of $1 Million 7.47%
Effective tax rate on Taxable Income of $1 Billion 19.88%

Tax loopholes and special exceptions and treatment would be eliminated as ALL income would be treated identically, no exceptions, no tax-free income, no implied interest rate deductions for stock traders who do no work but get tax breaks for perhaps creating bubbles that eventually break the economy. The present Income Tax Code is cumbersome, complicated, confusing, and beyond fixing its over 76,000 pages and even the IRS gives conflicting rulings and does not understand its own rules and regulations.

Revenue from lowered income tax would make up budget shortfall, if any, not paid by budget portion of the 3% NST, while excess is dedicated to further reduction of National Debt. Income Tax regulations would be programmed to expire when NST is sufficient to cover Current Budget at which time the IRS should finally become history. Everyone pulling the wagon instead of half riding the wagon is a win win situation for the country and all residents.

Nicely written, sir. I do not support the graduate income tax as it has its origin in the C*******t Manifesto. Rather, I would support the Fair Tax as all would pay tax based on consumption including prostitutes, dope dealers, people working "under the table", visitors and i******s, too. The poorest would get relief by getting a "prebate" check to cover the tax on the most basic needs.

Whether your plan, the Flat Tax or the Fair Tax wins the day, it will all be akin to shuffling the deck chairs on the HMS Titanic unless spending is reined in, welfare entitlements are limited, Line Item Veto enacted, a Balanced Budget Amendment passed and federal term limits instituted. The politicians and the people addicted to the public trough must know the game is over. If you want a decent life in this country, it won't be on a government-supplied chaise lounge.

Thank you, but I kept the income tax in at much reduced rates to help in the t***sition, and once the results show that the budget can be maintained with the Flat Tax or Consumption Tax, the income Tax would disappear as will the main responsibility of the IRS. The Income Tax at substantially lower rates will provide a cushion, "just in case."

The poorest legal residents will have Universal Medicare from date of birth, worth its weight in gold. They would be entitled to go to any medicare doctor that most do not accept Medicaid. Their income information tax return will be used to determine the amount of copay, from zero to perhaps 50% for the high earners, and maybe 100% for the uber rich.

Thank you for your thoughtful reply. I would like to add to your idea of universal health care for the poorest of residents:

After employing many market-based reforms to greatly reduce the costs associated with health care, I would like a subsidy on the premiums for the poorest of Americans which could be taken from Medicare. If you're employed, there should be a policy in place you should be able to afford to insure your family based on your wages.

By having these people purchase a policy, it would have the following benefits:

1. Mobility. If you're flipping burgers and leave to get another job, you shouldn't lose your policy as many people do now;
2. It is PRIVATE insurance - not government-run health care;
3. Only American citizens and legal permanent residents can obtain this coverage;
4. You must be employed full time;
5. Such a plan would add value to holding a job rather than being a full time sponge on society.
6. It's not free. Just like everything else we have in America, if you want something, it comes at a price. Even if the person enrolling into such a plan paid $2/month, it is more than millions of l***hes are paying now.

There are ways to greatly reduce the cost of healthcare coverage that the socialists in Congress would have no part of. We just have to have the will to do it for the benefit of all.

I would like motion on the floor, if Mr. Maslar, has no objection. The motion being this, each of us send a copy of this well thought out idea, and send a copy to each of our contacts, on our computers.
This board is no different than congress or any 2 people having a political discussion. But this seemed to have bi-partisan support here, who's to say it wouldn't have the same effect in public. We all say something needs to be done, I for one am willing to attempt a grassroot public fix.
Will anyone second this motion?

Under the plan I submitted, the reason everyone has "FREE" Universal Medicare is the fact that they are paying 3% of their spending, and each 1/3rd covers Spending, Debt, and Universal Medicare, respectively. So they are getting health coverage in return for the 3% National Sales Tax, no need for employers to provide insurance, nor need for individuals to purchase health insurance. All they have to do is be "legal residents" and not necessarily citizens, for automatic coverage. No ObamaCare needed, and the only health insurance anyone will need is to pay for a deductible policy, or be self-insured for the deductible that will vary according to income. Your post is also pretty good but you don't seem to really know about the Fair Tax. Everybody would get a prebate, not just some who didn't have enough money to be taxed.

I think that if you look into it, you would find that the Fair Tax would take away all other taxes from the federal government. Capital gains, inheritance, all hidden taxes. Why it would be the only tax we pay the federal government. Most people can't see how the Fair Tax would work because they just can't think without income taxes and all the other taxes they have paid all their lives.

I am retired, have no investments, no financial interest, nor any ideas to enhance myself as I am already in my 84th year and despite everything, I love America but h**e the present gridlocked political system that represents unknown elements that are not in conformance with the Constitution. The Universal Medicare (UMC) is my hope for real e******y in the issue of HealthCare for all legal residents without thousands of unreadable undecipherable pages of laws, and many more thousands of pages of regulations, most of which are mandated by unelected individuals in back rooms. l hope to leave America at the least, no worse than I have been favored with, but no reason why it cannot be better than when we found it.
Keep in mind that the entire Social Security System is in place, has experience since 1937 or so, and additional wasteful bureaucracies are unnecessary.
Also keep in mind that State Medicaid Services are bankrupting States, and this health and tax plan puts the entire financial burden on the 3% NST.
Do not overlook the fact that the NST with NO EXCEPTIONS takes lobbyists out of the equation since if the plan had exceptions, sure enough, when the camel gets its nose under the tent, it is only a matter of time when the whole camel is in the tent, and lobbyists would chisel away to get their own exceptions and sure as the sun rises in the morning, the exceptions would become the rule. NO EXCEPTIONS MEANS NO LOBBYISTS,PERIOD.

YES. My full 6-page plan spells out that ALL INCOME is equal, no exception, no capital gains, no tax-free income or special treatment for investors who get special tax treatment for ruining the system, no implied interest etc. All income including welfare is equal.

As the 3% NST lives up to financial projections, many other taxes that you mention can be dropped as the budget will have been balanced and the National Debt would be paid off within five years. The secret is NO EXCEPTIONS, not even for government.
