The Line Item Veto is a great idea that cannot work because Presidents would use it for political revenge against opposing legislators they do not like or who do not favor him. Balanced Budget can be upset by declaring or creating an emergency, as there is a new emergency almost 24/7. All three branches of government are already openly acting against the Constitution, so if they can get away with that without being impeached or jailed, why would they let the Balanced Budget Amendment stop them? A more workable idea might be to force government to operate on an approved budget, the absence of which would force government to operate only on current revenues or the last congressional budget, whichever is lower.

I believe Line Item Veto can work under two conditions:

1. It would take a 50% + 1 v**e to over-ride the Line Item Veto and...
2. The record showing who v**ed which way is made public.

Nothing like fresh air and sunshine on legislation to help get rid of waste and fraud! It would be interesting to listen to a pol's response to a constituent for why he supported the over-ride which was labelled as wasteful spending or worthless.

Albert Response:
Over the years, Presidents have grown the power of the presidency and over-riding the veto is not a guarantee it would happen as Congress does not like to revisit legislation as they have publicly stated that "They know the law is flawed, but they will fix it later," but they never do. There are already notifications of how each legislator v**ed. What might do the trick is in addition to the v**e for a bill to pass, legislators should be required to add their signature to make the v**e official, much like the jury being polled after issuing their verdict.

That is obviously Canadian oil they want to pipe through the proposed XL Pipeline to US refineries, otherwise the Chinese are dead serious about getting involved themselves, and that could open a whole new can of worms. Even if that oil would not reduce gas prices in the US, that is better than giving oil money to our enemies.

The interesting FACT about Keystone is that it will be primarily shipped to a Texas refinery owned by non other than Aramco, which is Saudi Arabia's oil and gas venture with over 10 trillion in equity.
That oil will be put into the Saudi "pipeline"
