Actually I think Abraham, out of gratitude to Melchizadek, King of Jerusalem, and Priest of God Most High, decided on his own to present that good King with about a tenth of all he had. Why I'm not sure, you would have to Google. But it's a good story I'm sure. So God didn't come right out and ask for it, rather it was Abraham's idea. But they say that anything good in us was put there by God.

And by the way, isn't Melchizadek a cool name?
