You’re correct about the refinery tooling. Each refinery works with a certain grade and sulfur content of crude. They’re not easily changed economically speaking unless you have a market for what they’re going to produce. The decision to change the refineries, however has two aspects one of which is the ability to buy the oil locally and the ability to sell the oil locally. Those are political decisions made by the government but the decision to change a refinery is 100% profit motivated by the oil companies themselves. They could apply for permits to sell American crude into the American market, but they make more money exporting it to Europe.

Your mostly right, l however a very small fringe eco freaks group has causes such deep restrictiins/regulations through the left party, that the cost of permits and "Massive Retooling " to meet guidelines would be cost prohibited. The very reason new refineries have not been built for decades and why a hurricane, refinery fire is so disruptive to our supply chain. AR any given time, two large refineries get hit with a disaster at the same time, prices would quickly double and gas lines until repaired. Let's hope we don't see any "Major" disaster damages come to, two or more refineries.

So all these people claiming we lost our energy, independence and so forth. Thanks to Joe Biden must be wrong. Joe Biden has nothing to do with it. Anyway it’s Exxon and BP who determine whether we export or not. But we still try to follow the medias little shiny objects when the problem really is international corporations, running our country.

That’s bullchit. We closed 8 refineries one of which was capable of refining high sulfur crude. And we only have two capable.
And the Venezuelan Oil is a high sulfur Oil. And there is a pile of it .

No they didn’t . They have shown excessive profit for the past 7 years.
They never lose money because they control the “free “ market.
Price of oil goes up they raise price of gas. Price of oil goes down they raise the price of gas. A win win , anti free market.
