Yes, they are. All of this is pr********n for indictment if he announces he is running. They are spending g an inordinate sum of money and manpower to prepare for it.

Now, the charges he should face for stealing documents may rest on what they can prove he intended to do with them and why.. selling them in obvious. gifting for favors of some sort could be singled out..

I'll say No !
However it's hard to really say for certain given the fact that the left will continue to drum up any thing they can against him and the question will be can they find anything that might stick
