Biden agrees in principle to Ukraine summit with Putin
Sun, February 20, 2022, 5:53 AM

(Reuters) -U.S. President Joe Biden and Russian President Vladimir Putin have agreed in principle to a summit over Ukraine, the French leader said on Monday, offering a possible path out of one of the most dangerous European crises in decades.

Financial markets edged higher on the glimmer of hope for a diplomatic solution even as satellite imagery appeared to show Russian deployments closer to Ukraine's border, while sounds of fighting were heard on Monday in the east, where Ukrainian government forces are fighting pro-Russian separatists.

The office of French President Emmanuel Macron said in a statement he had pitched to both leaders a summit on "security and strategic stability in Europe." In a statement, the White House said Biden had accepted the meeting "in principle" but only "if an invasion hasn't happened".

"We are always ready for diplomacy," White House Press Secretary Jen Psaki said. "We are also ready to impose swift and severe consequences, should Russia instead choose war."

Messages seeking comment from the Kremlin and the office of Ukrainian President Volodymyr Zelenskiy were not immediately returned early on Monday.

Few details of the proposed summit, announced after a volley of phone calls between Macron, Biden, Putin, Zelenskiy, and British Prime Minister Boris Johnson, are clear.

Macron's office and the White House said the substance of the plan would be worked out by U.S. Secretary of State Antony Blinken and Russian Foreign Minister Sergei Lavrov during their meeting planned for Feb. 24.

What role Ukraine would play in the summit, if any, was also uncertain.

A Biden administration official said in an email that the summit was "completely notional" as the timing and format had yet to be determined.

EU foreign policy chief Josep Borrell said there was a pressing need for talks to avoid war, while Germany said Russia should come back to the negotiating table.

While oil prices fell, Asian share markets pared losses and Wall Street futures rallied on news of the possible summit, Michael McFaul, a former U.S. ambassador to Russia, said he was sceptical it would happen.

"But if Biden and Putin did meet, they should invite (Zelenskiy) to join," he said in a message posted on Twitter.

News of Macron's proposal comes after a week of heightened tension spurred by Russia's military buildup.

Russian forces have been massing around its neighbour since late last year, in what Western countries say is a prelude to an invasion that could come at any moment.

Russia denies any intention to invade, but nerves were further frayed when the Belarusian defence ministry announced that Russia would extend military drills in Belarus that had been due to end on Sunday.

U.S.-based satellite imagery company Maxar reported multiple new deployments of Russian military units in forests, farms, and industrial areas as little as 15 km (9 miles) from the border with Ukraine.

On Sunday, Blinken said the extension of the exercises in Belarus, bordering Ukraine to the north, made him more worried that Russia was on the brink of an attack and every opportunity had to be taken to get diplomacy to work.

Belarus said Russian troops would go home from the exercises when there was "an objective need" to do so, the Interfax news agency said.

In a letter to U.N. human rights chief Michelle Bachelet, seen by Reuters, the United States raised concern that "further Russian invasion of Ukraine may create a human rights catastrophe", including the possible rounding up and k*****g of opponents.

SPORADIC SHELLING

Sporadic shelling across the line dividing Ukrainian government forces and pro-Russian separatists in the east has intensified since Thursday.

Sounds of fighting were heard again on Monday, including a blast in the centre of the separatist-held city of Donetsk. The cause was not known.

The rebels said two civilians were k**led in shelling by Kyiv government forces, Russia's RIA news agency said. Russian media reported 61,000 evacuees from east Ukraine had crossed into Russia.

Kyiv has accused pro-Russian forces of shelling their own compatriots in the breakaway region in order to blame the attacks on Ukrainian government forces.

Western countries are preparing sanctions they say would be wide-reaching against Russian companies and individuals in case of an invasion, including steps to bar U.S. financial institutions from processing t***sactions for major Russian banks, people familiar with the matter said.

British Prime Minister Boris Johnson told the BBC such measures could include curbs on Russian businesses' access to the dollar and the pound.

European Commission President Ursula von der Leyen told German broadcaster ARD that Russia "would in principle be cut off from the international financial markets" and from major European exports.

Ukrainian Foreign Minister Dmytro Kuleba said it was time for the West to impose at least part of the sanctions it has prepared, but the Biden administration has declined to do so, saying their deterrent effect would be lost if used too soon.

Obiden is a hero only to everybody that has crossed our southern border. Demented fool will deter nothing in Russia/Ukraine. If it doesn't happen it'll be because Putin decided not to for reasons other than our i***t "leader".

Putin is so happy not to have to face Trump that he will do almost anything to keep Biden in place. The O'Biden followers, on the other hand, will use anything they can to make their idol look good. To heck with China, that's too far down the road to worry about just now. At least that's what they appear to be thinking. It's not so much a Biden cult but more of an anti-Trump cult. They would have latched onto anyone who would have been willing to carry the Democrat banner (witness Kamala support). IMHO the worst nightmare of the Democrats would be if the Republicans would latch onto someone like DeSantis to carry them through the 2024 e******n. Then they wouldn't have Trump to kick around anymore (Shades of Richard Nixon.)

Robinette, you're looking like a fool with that statement
***Does Joe Biden become the Hero who stopped War in the Ukraine? It's looking like it....

>>>Biden has been the one instigating the war with direct threats and taunts hurled at Putin from the very beginning, with his public threats of sanctions. It is probably/mainly to cover h****r and his misdeeds in Ukraine that might come out. But America has no business in this issue. Putin has never indicated he wanted to or was going to invade Ukraine. But if Ukraine does go over to NATO, you will have Russian troops on that border with missiles aimed all over NATO for many years to come. And NATO will do the same to Russia. And we will have the European equivalent of the Korean DMZ. All because this brain dead biden is acting like a school yard bully, to cover for his own poor leadership at home and abroad. The list of his destructive actions to the greatness of America are to numerous to list at this point, but indisputable.
All Putin really wants is for NATO, a not to friendly alliance, to quit expanding towards Russia and attempting to encircle them on their western edge. This creates a buffer between Russia and NATO and keeps them from threatening each other. Remember, it is Europe that has a habit if invading Russia and not the other way around. Think Napoleon and Hitler. Russia would rather stop this military alliance encroching towards them and indulage in trade for the benefit of Europe, Ukraine and Russia. This should be done without even asking for anything from Russia. It is NATO that is the aggressor here.

Putin is after something and there are several scenarios he could be playing.

One is he is done with Donnie and now he could hang him out to dry. The other is anyones best guess but he is recognizing to areas of the Ukraine as independent territories. He is looking a bit unhinged but he is a smart man he is up to something.

Definitely spot on... Biden is accusing Putin of war crimes before the war has even started.

A Blood bath, decapitation of Ukrainian leaders, seizing Ukrainian assets and land is imminent?I like your insight in why Putin might be stationing troops on the border. This push to have Ukraine join NATO is a direct threat to Russia and Biden is seen as the Bully threatening Putin with sanctions and military action and declaring that a Russian invasion is imminent.

This whole mess sounds like history repeating it's self... June 24, 1914 the assassination of Archduke Ferdinand was the spark that caused Austria-Hungary to strike the first blow, all the European powers quickly chose up sides and the bloodbath of WWI ensued...

Obama had his Arab Spring when he set the Mideast on fire and now will Biden have his "Slavic Spring?"

Biden needs to stay out of this and try an fix some of the dumpster fires he's created here in our own country... Starting with securing our borders, protecting us and our police officers, easing our dependence on foreign oil and Nat Gas, curbing government spending and getting our economy off of life support.

One year of Biden being in office has brought our nation crashing down and we still have 3 more years of him running things . We should consider President Obama when he reminded us: “Don’t underestimate Joe’s ability to f**k things up.”

Yes, he’s after something and I suspect its intimidation about The Ukraine not joining NATO to start with and Russia not allowing total autonomy from them?

Anything is possible but I doubt he’s going to war over it..

Two areas in the east want to be Independent territories and Putin is protecting them . If Ukraine won't let them separate Putin will back them. He already has troops over there as peace keepers while thousands are immigrating to Russia.

Joe Biden Tweet on Going 'Toe-to-Toe' With Putin Resurfaces Amid Ukraine Crisis
A tweet sent by President Joe Biden two years ago has resurfaced following Russian President Vladimir Putin's decision to recognize two breakaway regions of Ukraine as an independent.

Biden's official Twitter account sent a tweet about the then former vice president going "toe-to-toe" with Putin on February 21, 2020, and saying the Russian president didn't want Biden to win the White House.

On Monday—two years to the day that tweet was sent—Putin formally recognized the self-proclaimed Donetsk People's Republic (DNR) and Luhansk People's Republic (LNR) and ordered Russian troops to the regions for what he described as "peacekeeping functions."
In a 2014 interview with The New Yorker, Biden said he had told Putin at that meeting that he believed the Russian leader—who was then prime minister—had no soul.

Some conservatives seized on the 2020 tweet following Putin's decision on Monday, with Republican Representative Andy Biggs of Arizona's 5th district sharing the tweet and commenting: "You were saying...?"
Sean Spicer, who served as White House press secretary under President Donald Trump, also weighed in, sharing Biden's tweet and adding: "How's this tweet aging?"

The tweet had garnered significant attention as of Tuesday morning with Twitter users sharing the 2020 post and offering their own criticism of the president amid the crisis in Ukraine.
