Only those who accept God's free gift of love for the truth of the gospel of Jesus Christ.
When the Holy Spirit convicts us, as we read or hear God's word of truth, we are given a choice to love Him, to accept Him into our lives, or to reject Him, by creating an excuse that we will soon enough convince ourselves to believe is fact.
He has always respected our freedom of choice. Thus was the tree of knowledge in the garden of Eden. We were provided a way to say no to the Lord, our God, - praise His holy name for eternity!
God has never authorized His church body to unite into "Mystery Babylon" - becoming one with all civil authority/power.
For in so doing, our yes is no longer a choice, and is rendered spiritually meaningless.
If seeking Biblical confirmation of that, read Revelation 17 and 18 through twelve times, then add the other 254 verses commonly associated with "Mystery Babylon."
