Those stolen guns obviously were not stored properly. Black market, another crime. Teenage gang members are not buying guns. Who is giving them to the gangs? I remember a documentary from the seventies where the gop parked a box car full of guns alone in a freight yard and let them be taken. The CIA was importing cocaine and giving it to dealers too.
