The 69-page document, finished in 2016, provided a step by step list of priorities – which were then ignored by the administration. The Trump Administration in May 2018, did away with the office responsible for p******c preparedness within the National Security Council. Their job was to coordinate policy and to work with departments and agencies to make sure that we had the programs in place to prepare for the next p******c, and to be more agile in responding. In June of 2016 the stockpile held approximately 7 billion in supplies. The stockpile was started in 1999 and initially had some 50 million in supplies, so it grew substantially during the Obama years.

As the novel c****av***s p******c strains health care systems, questions around the U.S. government's response have circulated in the media and online.

On March 26, The Daily Wire published an article centering on the Obama administration’s role in using and allegedly failing to replenish the federal stockpile of N95 masks.

“The Obama administration significantly depleted the federal stockpile of N95 respirator masks to deal with the H1N1 influenza outbreak in 2009 and never rebuilt the stockpile despite calls to do so,” the piece begins.

The article draws from the reporting of outlets including Bloomberg News and the Los Angeles Times. According to Bloomberg News, “after the H1N1 influenza outbreak in 2009, which triggered a nationwide shortage of masks and caused a 2- to 3-year backlog orders for the N95 variety, the stockpile distributed about three-quarters of its inventory and didn’t build back the supply.”

“After the swine flu epidemic in 2009, a safety-equipment industry association and a federally sponsored task force both recommended that depleted supplies of N95 respirator masks, which filter out airborne particles, be replenished by the stockpile,” the Los Angeles Times reported.

I certainly don't blame Trump for not having enough PPE but I don't blame Obama either; it has never been the job of the federal government to supply hundreds of millions of masks to hospitals as their own purchasing managers have that responsibility. As far as a few experts "warning" about the need to stockpile for a future serious p******c, the majority opinion was this was not necessary. Their are thousands of experts who regularly predict serious disasters of all kinds. Most of these experts turn out to be wrong but every now and again a few are right and everyone is then criticized for not listening to them; the government can simply not massively prepare for every contingency predicted by every expert.
